The software is currently on its fifth release candidate, and at the time of this post there are only five pages of pending bugs. The only reason I mention the bugs is because that's as many pages as there were two days ago, meaning that there hasn't been any mass discoveries since the release of RC5 (which was released yesterday).
Things aren't going as fast as I thought they were, and although there aren't any real critical bugs in the tracker, there are still a few bugs that need to be dealt with before any official release can be made.
Kitt and I were discussing some things the other day, and everything is really pointing at an April release.
No promises, just strong speculation with all things considered.
tl;dr: IPS4 is really close to release. I know, it's the typical answer, but it's really all I can say at this point.
