It didn't underperform, the fact that Gaga and Bey were huge at the time doesn't take away from the fact that the song still sold well and was a global multiplatinum smash. Poker Face managed to TOP Just Dance. Telephone should've been able to sell at least 4 million go Top 3 for more than a week
And like others have said, it was managed horribly and fizzled out pretty quickly. By the time the video was released, it's sales were already declining and it was peaking on radio. Bey and Gaga were both in their biggest eras to date, it should've done better.
