i actually disagree with that statement. The general public didn't care about Taeyeon/Baek however the fans did. Fans will care about every little thing an artists does and if they do something move away. The public will care for a little bit and then get over it aka Cha Seung Won and him getting his son out of punishment, Tablo and the Sanford thing, Daesung and the motorist he killed, so on and so on.
A good example in the western world is Katy Perry pre dark horse and Lady Gaga. Lady Gaga has a huge huge fanbase, it can be argued Katy has more causal listeners in the US than Gaga. However, Katy gets more sucess wise when it comes to getting #1 than Gaga however Gaga has more people talking about things when she does her stuff. However Katy's single sales are better than Gaga's for the past two albums despite Gaga having a larger fanbase. GP is more important than fans.
Its also due to fanbases being so large that things that are not suppose to get out, get out such as leaks etc. Fanbases as a whole tend to sabotage their own faves by liking or caring too much.
