I don't think so. The tour seems to follow a storyline which needs HU(RTL) as the opening song.
Storyline
THE STORY
The concert begins in complete darkness with the sound of unicorn trotting along. Gaga is making her escape from her alien world. The slow moving of Gaga on the Unicorn around to runway (Highway) reflects the journey is this escape - she is trying to find her destination away from darkness and evil - hence the lack of lightning. At the end of the song, she finally reaches The Castle on Earth - the kingdom on Little Monsters. This sets up the story, she is ultimately on the Road To Love in her journey of life.
The lights then turn as if there are spotlights trying to hunt Gaga down:
"Initiating satellite.
Space renegade Lady Gaga has escaped.
Alien fugitive. Objective: To birth a new race.
Operation: KILL THE BITCH."
And this is when it is revealed that they are trying to hunt Gaga down - she is an trying to birth a new race but there are those who try to stop her. This is symbolic of those in society that try to oppress and snuff out one's plight for freedom and peace in the world. It is also representative of Gaga's journey - she was trying to do the right thing by creating a judgement free race, but evil in society has only one thing in mind; Operation: Kill The Bitch.
She also feels the government can act as part of the evil that stops freedom - hence Government Hooker is the 2nd song. She continues to try to spread her message around earth, which she has ultimately done since the beginning of her actual career:
-having a good time with friends and while taking the journey of life (Just Dance/Heavy Metal Lover)
-not being suffocated/overwhelmed (Telephone)
-fighting for your rights (Scheisse/Americano)
-being yourself and being proud (Born This Way/Hair/Bad Kids/The Queen)
-forgiveness and interaction with religion (Judas/Bloody Mary)
The narrative also touches on her own personal story as while trying to give birth to freedom:
-Romance (You & I/ Bad Romance/ Alejandro/ Poker Face)
-Her experience with others on earth (Fashion of His Love)
To our knowledge, Gaga actually defeats the evil during Paparazzi which represents her time in the spotlight and how this time was a dangerous moment for her, she she could have been swallowed by evil with fame and the media but she defeated it. And hence, the kingdom of fame was established:
However she still faces personal struggle in her life, The Edge of Glory gets her thinking existentially and she experiences death in her life - she experiences downfall - maybe representative of her plight when getting dropped from Def Jam. or the backlash from the BTW era. The song represents death but the following song represents how monsters will die celebrating:
However she will Marry The Night, she is reborn again after the 'death' to fight again as she encourages all monsters to pick themselves up when they fall and to live passionately. The birth is then finished through experience and the journey and the genesis of the Kingdom of Fame is complete.
