The melodies aren't similar at all.
Plus, Gaga is too smart, too knowledgeable of music history, and surrounded by too many people to do anything like that unwittingly. Similarities, if they actually exist, are intentional.
It's the progression and the production mildly, but it's because they're born out of the same seventies disco tradition (especially since Madonna completely appropriated the chorus of "Express Yourself" from the Staples Singers "Respect Yourself"). But I think DJWS said it best:
