She could've scolded them behind the scenes; they are her personal friends remember. Lady Gaga is one woman, she doesn't control what her associates tweet, the same way you don't control what your parents or siblings do on social media.
Let it go, it's petty speculation. You can stubbornly believe what you want in order to justify your irrational anger towards someone you'll never meet, but you're wasting your time.
It's quite ridiculous to think she controls them. Especially someone like Terry Richardson who is a photographer who works with many many people. They have their own opinions and tweet what they want.
