In the US, we mostly purchase phones with 2 year contracts at a subsidized pricing. By doing this, the phone isn't unlocked and available for use with other carriers and also, if you cancel your service before the two years are up, you are billed the difference for the phone. Whereas, other countries, you buy the phone unsubsidized at full retail price with the device being unlocked.
Normally, once we complete the two year contract with our wireless carriers, we can submit requests to have the devices unlocked. We also are starting to see wireless carriers lease the phone to consumers where they pay for the phone in installments like a car. I would never do that though. Just another expense to budget.
