Lana Del Ray is also funding her own videos ? Her albums sold 5M in 2years+ and Gaga has sold 26M in 5 years + 2 tours together 400M+ gross, let's not  If Lana is making expensive videos, believe me Gaga can also get that support from Interscope.

Yes the label gets most of its money from touring receipts, thus the reason it wouldn't throw money at a music video that's going to do nothing to promote a tour that is already on sale, not to mention an album that has long peaked.

Yes but they don't stipulate budgets on music videos. The label would leave itself plenty of room to move when it comes to financing promotion. If there is no ROI why would they put big money in.
Gaga's contract was made before she was famous and had leverage. The label would have it all set out to benefit them.
It goes like this:
Gaga: I want to do x and y for my 3rd single video.
Label: you have this budget. If you want to do x and y make it work in that or provide the additional finance yourself.
Or like this:
Gaga: I want a 3rd single
Label: We're not prepared to finance it, the album is finished. Concentrate on the tour.
Even Michael Jackson was refused a budget for the Thriller music video and had to find the money himself. And that was Thriller!
Nelly Furtardo also had to self-fund her latest music videos.
It's not so shocking this might be the case with gaga.
