More or less, yes that's what it looks like!
You can look up your current total number of warning points by viewing your profile. Click on your user name at the top of any page, and then select the Warnings tab.

Sometimes you may not have anything for now. That's okay! Give them a promise of something you'll make when they need it. A coupon for one free banner/OP, countdown layout, avatar, or anything else ATRL-related would be nice. If you want to be creative, you could make a cute coupon for them to actually present to you at a later time. There are times when someone just doesn't feel like loading up PhotoShop, so this would be pretty nice.
Misc:
Are they into cooking? Share a few great recipes.
Did they just start college? Give them some great tips on how to get by.
Look at any of their interests. Is there anything you could share?
Lastly:
It's 2012. There's all kinds of weird things online. As a Saw fan, I once had a friend take the Jigsaw Billy the Puppet on video and say "hello, Katie. I want to play a game..." and send it to me on MySpace a website. See if any of their favorite things have weird sites with cool stuff. You'd be amazed.
