In the past, Apple has used WWDC to launch iTunes Match and iTunes Radio. While WWDC may have started as just a developer conference, it's essentially turned into a general Apple press conference. It focuses on software, and iTunes is their core piece of software (outside the iOS and OSX systems).
They may not announce a new exclusive album, but it's not outside the realm of possibility by any means (especially if they discuss Beats).
