Because there was no need to. Katy fans had the highest US debut of the year so the numbers are kind of irrelevant. The Miley fans didn't have any excuses and it's been pretty embraced by monsters and the rest of the internet world alike that Gaga extremely underperformed.
Yet it seemed the unanimous reasoning to BJ doing poorly from the Army was "no promo." I mean, do I need to link that thread again? It's 50 something pages of "Great numbers considering she didn't promote!"
