The eligibility period for this year's awards was June 1st 2015 to May 31st of this year, so it wasn't eligible.
Plus, from what I gather, for these award shows, it's best to submit episodes that are very standalone. "Jailbreak" is an amazing episode, definitely among the best the show has to offer, but there's so much prior context needed (the concept of fusion, why Garnet being a fusion is a big deal, why the gems were abducted, why Jasper and Peridot are the antagonists, why Lapis randomly decides to trap herself for Steven, etc.). "The Answer" is much more simple, tbh I'd imagine the most confusing thing for the average viewer is the concept of fusion, but once you understand what fusion is, everything else makes sense. It's a LGBT fairy tale with with an adorable song, a stunning soundtrack, and beautiful art direction. Of all the episodes they could've gone with, this was the best choice imo (although "We Need to Talk" is a close second).
