Those are nail decays. The other 3 tattoos are Katy's tattoos that she has on her body (Well not the PRISM one since she realized the album is a bore hihi). The pack costs like 70$ and is sold at walmart only and was a limited edition. It's obviously not targeted for anyone besides (female) stans.
