Apparently so. Interestingly enough, The X Factor Australia winner of 2012, Samantha Jade, was in the bottom two three times and ended up winning.

I guess in the UK and Australia, there's still hope to win after being in the bottom two. If this happened in the US, you know the person is not gonna win.
