The release of the single needs to be done properly (that's if there is going to be a 4th single)...
Let's say there will be a 4th single...
*They need to have an official release date all at once (that means itunes, music video all on the same day).
*For people to buy the iTunes single, the label should attach one of her unreleased songs to the purchase, so you buy the fourth single and you get the unreleased track for free (well the price you pay for the single obv)
- this will entice fans to purchase the single (even though they already have the album)
So yeah those are just some ideas, but let's face it... if there is a 4th single - Epic will probably do very little to support it.
Why would they 'up their game' on single #4, when they never really done anything on the first 3 singles.
Why release a single that would be destined to flop - Epic won't release one because, ultimately, they are a business.
Having said that, I just tweeted Epic asking them, if they can confirm if there will be a 4th single
