Yes when its officially sent to adds and promoted as a single. Her team is waiting for Hello to die out. Once its on Spotify and has a music video, and along the Grammy performance, that #1 is secured.

Once the song gets going and has a video. The streaming alone will probably be enough to make it higher than 8. Let's wait for them to release the song first as a single.

When We Were Young is already #25 on pop radio. Like, that's almost as high as Trap Queen got... I know it might not have been officially been send for adds yet, but the general public have no idea about that sort of thing. Lots of people are already hearing it on the radio, that is enough for a future #1 to blow up. It will go top 10 for certain, but not #1.

If you go back to 2012 you'll also find me telling people that Rumour Has It was not going #1 (that time my reasoning for that was because it'd been released in a lot of European countries already beforehand and did relatively poorly in most of them).

Rumor Has It was the 4th single, not the 2nd so its totally not a fair.comparison right here.

And WWWY wasnt on Spotify...you know an availability to streaming services + music video could change that.
