Marry The Night wasn't the only flop. Judas did as well, and Yoü and I didn't exactly make waves either, realistically speaking. At the very least, Y&I sold twice as much as some singles did, with half their airplay values.
The main thing is the amount of time she has been away without a hit on radio. A lot of people haven't heard a thing from her on the radio since TEOG. Which can lead to one of two things: either they'll be hungry for more Gaga, or the audience will have moved on.

Anyway, good to see LOOH at number two. I like GS, but it's a lost cause without airplay. Might as well give the higher sales power to those who can make use of it.
