I'd say aim for Dr Luke. He has a history of responding to / retweeting mean comments, so he's probably more likely to pay attention and crack. And I'd assume he knows just as much as she does.
it's so weird that they're being so tight lipped about everything. pebe and wayne are literally the only people who have said anything about the album, luke & ke$ha cannot be bothered to acknowledge it. so weird.
Ke$ha did give us the V Mag interview at least, and she provided some quality information about the record sound in that.

Dirty Love sounds like Sleazy with guitars (topic-wise). That would be good.
She hasn't been that open at all with the recording process. Usually when an artist is in the works of an album, they are actively talking about it in the media, including not only interviews but Twitter and other outlets as well. Perhaps there are some issues with RCA behind-the-scenes. She spent a lot of time recording with Wayne early this year, yet now she has been with Dr. Luke and his team for most of her sessions. Maybe they were disappointed with the original outcome and wanted something more safe or commercially appealing. Who really knows.. I just get the impression there are things we don't know yet. There could be a lot of problems as to why we don't hear much or even have rough dates. There has been mention of summer, so I suppose the first single would at least have to be released by August.
I really hope that stuff about the new single before the end of the month is due, is there an educated way to work out if this guy is reliable or not. I feel really bad for Ke$ha about Woo Hoo, but i hope she still puts it on the album, it hasn't even leaked in full yet, and having a snippet out and it on the album on brings for build up
