Yeah Ruth isn't happening, Taraji might surprise if Hidden Figures gets good reviews but IDK.

Drexel Hamilton analyst Tony Wible said that the loss “ implies that Paramount will have lost about $500 million this year despite a favorable box office, home entertainment and licensing environment.” The studio’s best performer was Star Trek Beyond, which has grossed $157 million in the U.S.—well under Star Trek Into Darkness. Its Teenage Mutant Ninja Turtles: Out Of The Shadows grossed only $82 million and its reboot of Ben-Hur, co-financed with MGM, was a flop with $26 million

Yes they've lost a lot of money but Paramount is not a small company nor is it Weinstein Company who are going bankrupt, they are running Best Actress campaigns for both Amy and Meryl so yes they could've done it for Viola too who had way more chance at a nom than any either of them.
They also said in a statement before that they would ask Viola where she wants to go first so It wasn't solely their decision but it's just easy for them since now they can possibly get 2 Best Actress nominations and one in Supporting. And do you seriously think they won't campaign for her win (despite her being practically an automatic lock already) in Supporting?
You act like Best Actress is the only category that is campaigned for.

With Fences, it seems like it could be either way.

She was borderline in The Help and could've gone either way then as well because Emma Stone had the bigger role and the film had a big ensemble.
