Kelly described what seems to me like extreme cyber bullying more than once, most probably because its an ongoing problem for her. I dont think that Gaga can control all her fans or is responsible for their behavior. But I certainly know that those monsters who went so far in defending their idol really adore Gaga. In fact, Kelly and her mother, as victims of bullying asked Gaga for help. It was a good decission, because honestly, there is some chance that monsters will listen to what Gaga has to say.
But what Gaga (as a head of foundation which main purpose is to help victims of bullying) did? She and her mother wrote an open letter where they are criticizing Kelly for being in a Fashion Police judging outfits, then talked about Kellys body and criticized her character instead of at least trying to talk to her little monsters on twitter on Kellys behalf.
If she felt the need to tell Kelly this, it would be clever to do it privately, because she just poured more fuel into the fire. Gagas letter caused only that monsters started to bully Kelly even more:

Gaga mentions her anti-bullying messages in her music and interviews, so you would expect that her fans are affected by it the most. But since monsters are the most infamous fanbase out there, known for bullying others, she is clearly doing something wrong.
This doesnt mean that I like Sharons impulsive response tho (which is also making the whole thing much worse). But she had some good argumets.
