No. R/S/E takes the charm of the first two generations and gives it a fresh not-blocky look on the GBA and introduces flawless new mechanics, like the 2-v-2 battles. It gave us the most consistent set of starters and the best legendaries. It introduced more environment action and was easily the biggest jump from gen-to-gen.

Not to forget that the 3rd gen gave us the flawless R/B remakes, serving both the 1st gen lovers and the people who can tolerate progression
The 4th gen was alright Mostly because I find Diamond/Pearl to be the worst main series games tbh. Platinum completely redeemed them of course and HeartGold/SoulSilver are some of the best Pokemon games ever.

Gen IV remains iconic by changing the battling system forever and making some of our favorite Pokemon useful again with its ground breaking Physical/Special move split.

They had literally no real story, basic battle system and they lacked many features
1. gen is the most overrated one and only the 5th gen is worse
2. gen is great but only because of the pokemon and the fact that you can travel back to Kanto. Still the 3rd gen is better
