Billboard don't let recent songs re-enter even if they have enough points for the top 50, because they won't let recent songs re-enter from just a one-week boost, the only ones I can think of which were allowed to re-enter were Sail and Cruise. They didn't let Pour It Up back in, they won't let BBHMM either, because in both cases it's just a temporary boost, not the songs climbing on a new radio format like Sail and Cruise were.
Pour It Up 100% definitely did have enough points to have re-entered top 50 the week it's video was released. Instead they just put it at #1 on the recurrent chart, rather than #38 on the Hot 100 or whatever it would have been.
