Mariah is out of the question.
No matter how much you try to bring their albums sales, Beyonce's huge acclaim kills all of this #FACT and she is the most successful act TODAY.
Critics and people doesn't care about their album sales, there's a tons of artists at a higher level and these ladies have outsold their entire discographies with only one album, so what???. And yes, you're going to tell me that critics always bring Madonna sales in every damn article (best-selling female artist blah blah blahh..) but this is only because she has the huge acclaim, the huge impact and the huge influence (all of this WW), the same with others big-sellers acclaimed legends.
Now the problem with Whitney is that she is dead, So I understand how this can bring some confusion. But the true is that that even after her death her music continues without winning acclaim (I mean even in the CNN series of the 80s she was barely mentioned) and she was basically a fad. I think it's safe to say that Beyonce is above her IMO
You can write all the essays you want about this and I myself believe Beyonce to be the most overrated thing out there, but

Beyonce will be inducted into Rock and Roll Hall of Fame in her first year of eligibility.
Doesn't this tell you something...? seriously.
Beyonce is extremely successful as well as being acclaimed. She is definitely above all of these four ladies and faaarrr behind of Madonna and Aretha.
Edit: And I forgot to mention that Beyonce has the LONGEVITY on her side. Super important !

I don't think Beyoncé's up there with Madonna, who was pretty consistently excellent for about 25 years (minus a couple of questionable detours, every legend has them!), aside from some singles beforehand Beyoncé's only really been interesting since ~2011.
I'd consider Beyoncé to be above Whitney and Mariah, who both made very mediocre music and were completely manufactured their entire careers, never once saying anything interesting about anything.

Madonna has countless hits, iconic albums and tours. Beyoncé's tours are doing really well but none of them are iconic like The Blonde Ambition Tour (which revolutionized the way artists tour since then) or the S&S Tour.
Madonna pushed the boundaries of topics like sex, religion and politics. Every female popstar is basically a saver version of her.
It sucks that Bey is in her peak during this time because with social media and all she could be pulling the biggest stunts and everyone will move on to the next thing the day after. Fact is that Madonna has way more recognizable and iconic moments and things to her name than Bey ever will.
