Basically, it may have gotten lots of spins by stations that don't have big audiences. So it was being played more, but not necessarily heard by that many more people.
Judas is a hit single. A minor hit in the US and a decent hit WW. A flop would be something like Not myself tonight or Girls (who run the world). It did much better than those songs.
