You should maybe curb your expectations by a lot. "Applause" has barely made it to a quarter of that (256M currently) after 3 years. 1B views these days is reserved for massive blockbuster smashes that go number one in almost every available market (Roar, Hello, Blank Space, All About That Bass, Uptown Funk, etc.).
200M views would be really good for her.

Bad Romance was taken off the 'Up Next' suggested videos in 2015 and barely gained views. It's been put back since then and has already gained more views in 2016 than it did in every year since 2011

A lot of the songs that are on track for 400M for this year are also hits from previous years, too. Including plenty of 2013 songs that still get tons of views whereas "Applause" is nowhere to be found.
I think "Bad Romance" should be able to make it to 1B views eventually. Should see a resurgence in views whenever new eras start.
