Colored had negative connotations during the Civil Rights movement, thus for making it a slur today. I don't know why People of Color is supposedly better and more accepted, but I guess because it's not limited to being a "colored person", but a person who happens to have color. idc. I think it's a form of saying them being a person matters more than their skin color.
