'I'm Out' debuted at #50 will 8ish million views, 3 million at most in airplay and no sales. Ooh La La has already passed in views, it has way more airplay and obviously sales.

Billboard counts US views. Most of those views were from the US. Ooh La La can have 100 million views in a week, but if it only has 1 million in the US it means nearly nothing.
