Well you have to keep in mind that teen pop was completely dead in the States from like 1978-1997. When all of these flashy, cutesy, bubblegum pop teens like The Spice Girls, Backstreet Boys, Britney, Christina, etc. arrived, Young America went "Wow, look at all of these cool new people! I really like how different they are!" considering that the '90's prior was all about R&B, Hip-Hop, and Grunge Rock.
Europe was already in the midst of a teen pop over-saturation for years, so they didn't really need XPIRED or *NSTINK since they already had a billion versions of both of them already. I guess Britney was just THAT good.
