Imo, start with Sanmon Gossip. If you want more popish sounds then go forward and if you want more rock and experimental (the better of her work) then work backwards after that!
You should also listen to her band Tokyo Jihen! Which are the best band of all time, imo. They have so many great songs.

I took forever to get into Utada tbh, even more time than Sheena.
