Not quite true.
We have the word of

peacefully with no hate. Along with this good came evil. Mother Monster wanted to protect the good, so she sent down Lady Gaga. I think it is pretty evident that Mother Monster is a queen, who sent down Gaga to protect all that she mentions in the song.
"My mama told me when I was young," around this lyric the camera flashes to Mother Monster. There are other relations too...
I just think you're trying to take this video at face value, but all the visuals are throwing you off. The video is pretty simple. There is no profound meaning, it is pretty easy to get. The video really is related to the message of the song
