It's mainly because she is signed by 2 different label groups
Her team on Warner wants to release this after a song took off in the US, and a little more focus in the UK.
While her team on Vertigo (part of Universal, and active in German speaking countries) wants to release the album in September and strike when the iron is still hot after Be The One and Hotter Than Hell.
Both parties obviously just do what they like, but Warner should have known better and follow Vertigo for the other EU countries, UK and AUS and then focus on the US, to release it with an alternative release there begin 2017.
But it is what it is, we atleast get the album soon enough, even though the way is not ideal.
