Yes as a touring artist, but not musically.
Work: #1, top 10 in 19 countries so far
Formation: #109, failed to chart anywhere else, despite having "overshadowed" and "outshined" Work (which are claims by the BeyHive btw, who totally don't care about singles)
^ this is what proves musical relevance, not tours where most of the songs performed are from years or even decades ago
Otherwise, you could say say Madonna was more relevant than Katy and Rihanna in 2012, which is arguably wrong.

It is much more telling when an artist is able to sell MILLIONS of tickets worldwide in a matter of days (priced 100+ dollars on average) than having 300 million views of a video that can be accessed for free.

Rihanna doesn't need more money
Beyonce does totally lack hits aka. musical (not media) relevance
Rihanna wins

Quick lil' singles have always been promo for the album and the tour, and when hit singles don't make people buy your albums or tour tickets it shows how little impact they actually have.

Quick lil' singles are an industry on their own, and is today bigger than the albums industry. But keep living in the 20th century
I know that's hard for Beyonce stans to understand but not everyone wants even more unneeded money, some just want to be known for their music.
Goodbye.
