I guess it will be a summer hit but I always think of the winter with this song because I first heard it in december on my first snow day and it was a blizzard and the electronic vibes make me picture snow

Well, no it doesn't, but it doesn't mean it can't or never has before. And since she performed all her previous singles before announcing "TIO", can be another sign. And since it has been an option since the album released. I agree, this doesn't 100% mean a confirmation, but the circumstances are clear.
She has pretty much no control over which songs will be released as singles, but she said herself she wanted Stephen and Animal. There's no way they'd allow Stephen but maybe we'll at least get Animal... perhaps after Take It Off if it is indeed the 4th single.
