There's a difference.
California could've been majority non-whites for a while now, but whites were still the biggest race. For example, in 2011, it could've been:
49% white
40% latino
11% other (black, asian, etc.)
So in this example non-whites were a majority (51%), but whites were still the biggest race.
This article is saying that whites are now no longer the biggest race either, so it might be something like:
45% latino
44% white
11% other
To be honest, I think white people will become a minority in every state in the US and also in every country in Europe eventually. White people have astronomically low birth rates. In some parts of Europe it's about 1.5 per woman.
