There's a high chance of "Thunder" being on US iTunes tonight with global release friday and the fact her radio tour starts next week (15th she's got a performance at a radio station). Also, entertainment weekly reporting that "Thunder" is already released:

The two already released tracks, “Fire Under My Feet” and “Thunder,” both embody that spirit.

Think it was more of a buzz single. They released it to dance and it's currently #22 on the billboard dance chart and climbing. Plus they had a showcase with US radio people and "Thunder" was apparantley one of the favourites. Not to mention with how "Fire Under My Feet" underperformed/flopped everywhere I'm not surprised they want to release a different song to the US.
