What I think should be done here in the US for downloads is to increase the levels needed for certification. To start with, certify a song Silver instead of Gold at 500,000; Gold instead of Platinum at 1,000,000; Platinum instead of Double Platinum at 2,000,000; 2X Platinum instead of 4X Platinum at 4,000,000; 3X instead of 6X Platinum at 6,000,000; and 4X instead of 8X Platinum at 8,000,000, and so forth. I also think streams should be counted as every 250,000,000 = 1,000,000 in sales, not 100,000,000 = 1,000,000 sales. The levels above are what was needed for physical single certifications prior to 1989. And we have an over abundance of digital certifications now.
Either that or double the certifications of the physical certifications, which considering going back and figuring out what songs sold 250,000 would be extremely difficult makes adjusting the current digital certification levels more appropriate. The changes in the first paragraph would put our levels more in line with yours, and restore more of their meaning again. When "I Will Always Love You" sold 4.6 million physical copies, it was more like a download today selling 9.2 million copies. You basically double what the songs sold here physically to compare them to their digital counterparts.
