It's not easy to compare but I don't think that this is true.
Paris Hilton created a whole new concept of celebrity. She was the first 'famous for being famous'. She's part of the reason that reality TV became such a hot topic.
Kim Kardashian is a huge celebrity and is fortunate in that social media is a HUGE part of culture. She doesn't have to do much more than upload a bikini picture to get media attention, whereas Paris Hilton had to actually step outside.
Paris was more famous at her peak than Kim ever was.
