I kinda see at what you're getting into here but I disagree. Katy passed the 'legit superstar' milestone a while ago. You don't have a tour that smashes as much as PWT without being a superstar; the GP is legitimately interested in her.
This thread is about Katy Perry, not Jason Derulo, Carly Rae, or Robin Thicke.
Of course, she is not a legend/icon who is worshipped for every action and every venture, but she does pop music extremely well. She is a superstar when considering music and music only.
And not success in quotation marks and calling it inconsistent!

After 6 years in the business, she finally had two underperformances and we all know TIHWD was a horrible single choice.

It wouldn't have smashed even riding the coat tails of the TD era. Birthday's video killed it.
You're doing the exact same thing; taking a weak point (saying she isn't among the ranks of Bey or Madonna -- and I agree) but using that as a launchpad to spring into your biased viewpoints that she isn't a superstar and her success is fleeting. Nope!
She is a SUPERSTAR and she has experienced INCREDIBLE success, and no one on ATRL will tell me otherwise!
