You're right. It's not harmful or productive, simply because Beyoncé is just doing her job as an entertainer, even if that includes shaking her ass. She never mentioned how women should 'twerk' in order to feel empowered or anything of the sort

Feminism is intersectional and all-inclusive

It goes deeper than politics and economics,
and there is no one woman's experience

Beyonce might not be a scholar who does TED Talks and writes essays,
but she is absolutely an important female figure and I'm sure she's inspired
many women to take control of their own lives and be liberated

That notion in itself feels limiting because you're making the argument that one woman's brand of feminism is illegitimate simply because because you don't think that it is, and it's also shaming female sexuality which is very anti-feminist
