If Gaga was controlled, she sure in the hell would not be putting out songs like Jewels and Drugs and she definitely wouldn't be on stage getting puked on.
Gaga had no control over her first two records, actually. What you're talking about is Gaga and her label coming to a compromise about how to move forward. Labels don't want to piss artists off and artists don't want to piss labels off so they come to a middle ground. They wanted more singles from The Fame because The Fame Monster wasn't planned. When they decided to go on with The Fame Monster that is when no more singles from The Fame were released.
Dance In The Dark was still released in Australia. Gaga wanted another single after Alejandro, either Monster or Dance In The Dark, but the label shut it down and moved forward.
