Cher proved that you can't count someone out they can keep coming back. A massive Believe sized hit for any of these girls can put them back on top for a few eras.
They all could get another #1. I can't rule any of them out, because you never know, especially with collaborations. I think out of them all Madonna is the least likely to get another #1, and Rihanna/Katy are most likely to get another #1.
Xtina almost went #1 with Say Something with little effort so not her.
Fighters still use that song as an Xtina song? Come on guys, it's not her song, she just joined in when she saw the potential of a smash hit and because she loved the song.
Also, the fact that Katy freaking Perry has 12 votes is all that's wrong with this site. Love her, hate her, the woman can put out a #1 hit like it's the easiest thing to do.
