Where is this idea stemming from that people 'care' about Beyonce yet not Gaga? They have their respective fanbases, everyone else is apathetic unless the song is "fun" or catchy.

No offense but I always see you throwing shade when you should really keep it cute since Shakira just opened less than Britney Jean and she hasn't had an album of hers make a Mediatraffic year-end list since 2006 (something even ARTPOP managed to do and no, those inflated numbers the Shaki fans always provide ain't fooling me).

Nope. 4 is better in anyway.

Additionally, Beyonce has a much better PR strategy than Gaga. As someone else said, even if an album or song underperforms, she is still well-liked and has a great opportunity to bounce back. There's power in having the public like you as a person. Beyonce's tremendous work ethic also helps a lot.

No, for many reasons
1. All of the singles '4' spawned managed to chart, some even charted respectably (2 Top 20 hits). None of the songs struggled as much as 'GUY' after a video release. And none of the '4' videos were that high budget, not even the lead single.
2. The underperformance of '4' can be justified if you consider the horrible lead single choice. 'Applause' on the other hand was a great choice, it was radio friendly, catchy and simple.
3. Beyonce always had the urban (and rhythmic) support, while GaGa has lost her touch with radio considering the 5 million AI peak of 'GUY' even after considerable radio promo
4. Beyonce's underperformance wasn't that highly publicized or talked about because she had a strong first week and she handled herself much better than GaGa who's had several meltdowns so far.
So, no, it's not her 4 era

Gaga will never have a huge comeback , stop saying that
She only need a succesfull feat in the number 1 of BBHOT100 , to be declared as a B listed celeb like Kesha or Xtina

Nope.
Even when 4 was not doing well commercially, Beyonce was highly praised and her performances were considered iconic.

No, it was more like PF:RR, I agree with that.
Applause was way bigger than the 4 singles, and 4 had higher metacritic.

If you want her to be "a B listed celeb like Xtina", she's going to need a #1 feature that will sell 7 million copies in the US, 2 Top 10 hits, both multi-platinum and an inclusion in TIME's most influential list

The OP is not asking if the era is equal to 4 by every little thing, it's asking about the fact that both are the worst performing albums and can be labeled a "bad" era for them. 4 was definitely more successful than ARTPOP and we know it but by definition we can see parallels between the two, whether Gaga will come back with a BEYONCÉ type of era depends on what she does with her new album and the time she's not releasing. We'll see.

I didn't say it's a compliment, you said this is what you think GaGa can be and I told you exactly what she needs to do to achieve it.

Why does Gaga consider The Fame Monster an "era" when it was an EP and not a full LP.
Katy stans don't consider The Complete Confection an era. And Rihanna stans don't consider Reloaded an era. I'm not hating. I'm genuinely asking.
'Born This Way' is cited online as being Gaga's second studio album. And 'ARTPOP' is cited as being her third studio album. I know her fans say they're her 3rd and 4th. But in my opinion, ARTPOP is only her third album/era as Lady Gaga.

Gaga treated it like it was a brand new album. It marked a stark change in her persona from that of The Fame, the music was much too dark to be considered a simple extension of The Fame, and she even set out on an entirely new world tour to promote it. More than anything, it just felt like a new era. I can't really say the same of the other re-releases you mentioned.
