If we're talking solely about musicianship, dancing/performing is irrelevant, so I don't really understand why it's being brought up. They're both very talented and involved in their own music, but Gaga's vocals set her apart IMO.
Madonna imo, both have advantages over one another, Madonna is incredible songwriter, and she does a lot with the voice that she has, she uses it the right way, Gaga has a great voice and songwriting skills but her discography hasn't been so diverse like Madonna's, she wastes her talent, Madonna is better by far imo but that's all subjective at the end of the day.
Gaga is an average piano player but I suppose she knows some of music theory so it's gotta be her.

TBH they are both outstanding musicians. They both have that theatrical presence that can captivate a crowd with just a few words. Madonna may be a few steps ahead of Gaga, but Gaga is no amateur. Both strong, talented pop artists.
