I think it's from Time out with Britney Spears, she talked about how promoting in countries like Germany and overseas are the hardest part. and some time later she mentions a couple of places outside of the US where she promoted, including Canada. then some haters (probably from those anti-Britney sites back in the day) created the quote and it blew up, I guess.
This doesn't surprise me considering the fact that she thought Canada was overseas. Not only that, but she also said she never really wanted to go to Japan because she doesn't like fish, and she knows that fish is popular "out there in Africa". It's a good thing she has a music career to fall back on because she is definitely not the brightest of the bunch.
