There are some good, quick workout routines on Youtube like Jillian Michaels 30 day shred. Push ups are great for the shoulders. You can also do some burpees, lunges, squat jumps/presses from home. Kettlebells, resistance bands, and free weights don't cost too much. Running is free. Search around on the internet for body weight exercises that you can do alone if you don't want to go to the gym.
If you do want to go to a gym, avoid cheap chains like Planet Fitness if you're looking to fulfill some lofty goal. Find a gym that offers lots of classes included in the membership fee in addition to personal training. The personal training will cost extra, but even if you don't want to pay, if the gym has lots of group fitness classes, you'll get lots of variety to keep you challenged and motivated.
