The song has already premiered on radio. If I'm correct, the debut position on the Hot 100 will be mostly based on airplay (4 days of airplay) and not sales (1 day of sales). It will definitely not debut at #1, especially with how big Blurred Lines is.
I will be
shocked if Gaga doesn't debut at #1 the week after because it will be the premiere of the song
and the video, and there's a lot of hype behind it.
It'll be a few weeks before Katy gets the #1.
