Rihanna.
Gaga is obviously winning because she has the most fans on ATRL but Rihanna is named the best selling digital artist ever. Any other answer than Rihanna is just ignorant and dumb.

What you and the majority of the Navy can't comprehend:
1. Rihanna has 7 albums worth of material + features. Gaga, Bruno, Katy, and others I believe have already passed the 35-40 million(+) with only two albums worth. The last time I checked, Rihanna was somewhere around 45 million.
7 albums ranging from 4-8 singles each vs. two albums with about 4 singles each. Do you not see the decline?
2. Gaga, Katy, and Bruno sell more in bulk; Rihanna's best-selling non-feature song is staggering at <5 million - Gaga has two 6 million sellers(about to be 7), Katy has 1 6M and about 2(?) 5M sellers, and same goes for Bruno.
Rihanna's digital reign is over. Learn to accept & move on

Semi off-topic but isn't it impressive that Beyoncé and Britney are in the top 10 of top selling digital artists?
One Beyoncé album came before the digital era and one has commercially underperformed, yet she sold 30M+ only in the US.
Three Britney albums came before the digital era and she sold 28M+ only in the US.
Let's praise the real Queens here!

Katy Perry and her only competition is Taylor Swift.
1.Death at the discounts/remixes argument  That's not even 2% of her total sales 
2. Rihanna digital sales are embarrasing. Her total is so big because she has +40 singles.
3. Gaga is nowhere near a Digital Queen after the BTW era.
4. Death at the "US Katy, WW Gaga" when her TD US sales >> BTW WW sales. Not to mention she outsold her outside the US too
Taylor sales are consistent and big, but only in the US. So IDK. Adele is huge too, even Skyfall sold great.

And yes, very impressive. Especially when more than half of both of their careers have been pre-digital era

It's obviously Katy Perry.  Every single from the Teenage Dream era went #1 on iTunes (without discounts and remixes) bar TOTGA. Rihanna and Gaga aren't that huge of as digital sellers in the US compared to Katy Perry.

At the end of the day everyone's going to remember who sold the most! Not who averaged the most singles on a wednesday! Rihanna will be remembered for having sold the most singles and most albums amongst her contemporaries! Haters can stay PRESSED though!
