I think she's almost making a mockery of people who still believe the stereotype that the woman in the relationship is beneath the man. So she's satirizing that concept by calling herself "Mrs. Carter", which identifies her as "Sean Carter's man". But, with releasing songs like Bow Down/I Been On, she's basically saying "I'm married to a powerful man but I'm still a powerful woman all by myself. But I'm very proud to be his wife still".
I'm not even English or American but it's not hard to understand the title is "Mrs. Carter".
I mean, the sentence is clear, they put the title in italic + the tour is called "The Mrs. Carter Show World Tour". What more evidence do you need to get that?
Not that her tour for this album starts in like 2 weeks or anything, without a confirmed album title, confirmed first single title & well... a first single.
Even though this is strange, I'm not suprised. I think the album will be released in June.

I'm glad she's happily married & still a sister doing it for herself.
I truly do hope Bey and Jay-Z stay together for the long haul. Seems like they are in it forever, which is great. But like tattoos, I always worry that incorporating your current relationship into something that will follow you forever, is not the best idea.
