"Hips Don't Lie" became a hit after Shakira performed it on American Idol. It was already #1 in airplay on the U.S. even before the single was available for download. The World Cup deal was well after the song had already proven itself to be a huge hit.
If you are going to BS some excuse for why Shakira has success at least display a proper sense of time and the sequence of events.

NO. Shakira had finished the promotion of her Spanish album ("Donde Estan Los Ladrones") that has sold over
7 Million copies. It was released in 1998. She was already highly successful.
It was her success with that album and her previous album that led to Shakira learning English and penning new English songs and releasing her crossover album. It's not because of Jennifer Lopez.

Shakira was solely releasing Spanish albums at the time. And those albums and respective singles topped the charts in nearly ever Spanish-speaking country.
If you think Shakira was unsuccessful prior to her English-language crossover, well, you're not very bright.
Shakira was insanely successful. She already had promotional deals with Pepsi, Calvin Klein, and other brands years prior to her crossover.
Her crossover and her success was a result of a hard work ethic (newly learning English), a skill for writing creative songs (Shakira is a songwriter), and the achievement she had with her Spanish albums and singles (already had 10+ million albums sold). It's not because Jennifer Lopez released music. Paulina Rubio also attempted a crossover at the same time as Shakira and she was quickly shut out.
If you are going to compare Shakira and JLo's early careers, have your brain process the reality that JLo already had a huge advantage in being American born, American based, and having English as her primary language. Don't throw around words like "tryin'" when talking about Shakira's career, because 1) it makes you look like a fool, considering she was already highly successful, and 2) it doesn't account for the obstacle that comes with releasing Spanish language albums and that Shakira did not even know English until 2000.
