What does this even mean?

You seem to be confusing things a bit. To start, being a bigger celebrity than an artist would mean that your life, your antics, your existence is more discussed and important to people than your work. That simply is not the case with Beyoncé and if anything it’s her work that has created her immense public attention and mega-star status which then also makes her a huge celebrity.

Secondly, if you qualify her not being an artist because she doesn’t sell that much compared to other pop girls, then is it a requirement that someone sell a lot to be considered an artist, and if so, does that mean that the most commercial music is the best art?

Keep in mind that Beyoncé’s albums since 4 (since she’s managed herself) have all been very well received as pieces of work.

As far as celebrity goes, yes. Britney was still more searched than Bey till 2012 and didn't have to result to gimmicks (Beyonce had payola for 8 years, gave singles away for free in Korea until 2012 because it counted for Gaon, released multiple editions for every album, heavily promoted, etc.).

Beyonce has been more commercially successful, but she had to rebrand her career to do it.

If you mean that rebranding means managing yourself, sure. But since 2009 her brand has not really changed has it? Female empowerment, songs about love and sex have been consistent for her. Her brand is literally one of the strongest in the industry.

Cut the ********. She has sold 34 million albums ( + 123M singles) and counting since 2003 between her 6 solo albums. Name someone who's sold way more than that in albums since 2003 (the start of the digital age) besides Adele. And don't say Taylor because 40 million ain't that big of a difference.

Beyoncé's album sales are comparable to her peers and she's even doing better than most of them this decade but you did try.

IASF obliterates any Brit era combined, released in 2008 and beyond.
Even though Brit had more hit singles with FF, 4 still sold the same amount of singles and the album doubled it in sales. Nothing needs to be said of ST and Lem. compared to BJ and Glory.
