What does this even mean?
You seem to be confusing things a bit. To start, being a bigger celebrity than an artist would mean that your life, your antics, your existence is more discussed and important to people than your work. That simply is not the case with Beyoncé and if anything it’s her work that has created her immense public attention and mega-star status which then also makes her a huge celebrity.
Secondly, if you qualify her not being an artist because she doesn’t sell that much compared to other pop girls, then is it a requirement that someone sell a lot to be considered an artist, and if so, does that mean that the most commercial music is the best art?
Keep in mind that Beyoncé’s albums since 4 (since she’s managed herself) have all been very well received as pieces of work.
